Lem Casal is Cove
City's top mob boss. Casal lost his
family in a car
bomb incident. A car bomb that was meant for him. Cove City has been
paying ever since. With the help of
Anthony
Lowry, Casal's response was
to kill over half the mobsters in the city. More blood than rain fell that
year.
Casal rules from
the South Alley area of the city, removing any opposition
to his control. Sometimes quietly, sometimes painfully.
Using Mayor
Briglio, Casal now concentrates on Cove City's multi-million dollar South
Alley Project to increase his power.
